vnd is pegged to usd. if usd goes down, you get more dongs per sing dollar.

Never change VND in Singapore. Change at the goldshops opposite Ben Thanh market. An example of what u get for 1 SGD:

Yahoo interbank rate: 16,300
Singapore money changers: 15,900
Ben Thanh money changers: 16350
Tan Son Nhat Airport: 16,200

Yes thats right, the gold shops there give better rates than interbank! Amazing right?

Got initial d style of road? They really drove like initial d leh. Sometime truck in front of them,they just initial d style overtake them at incoming lane. Wah lao i very afraid sia. i almost saw buddha light in front of me sia. Before i went,i heard news about one sleeper bus peng san sia and many people entering the buddha light...

but hor i find their english better than taiwan haha

Nowadays there cannot anyhow speak. That day i and my friend were speaking hokkien then this restaurant manager can understand us cause he a taiwanese working there. We were talking about going out the restaurant to smoke then he said,don't worried. Smoke here,here not singapore or malaysia. Vietnam best,can smoke everywhere...

vnd change there, later they short give u lol
experienced before, they give you one stack of notes
then u count until eyes pain ...

they give u lots of 10k instead of 100k note lol
finally u realize they give u few sgd lesser lol

Go there and change. If you worry about changing at the goldsmith shop, you can try those money changer with bank. I usually change mine at Eximbank money changer at the right corner along Dong Khoi street with one of the small lane.
