Actually if Titanium material got scratches, it's one of the most easiest to remove. Not sure about that plastic line. For titanium scratches, just use a tiny piece of 3M scrotch to rub it in one direction, it can remove scratches and back to beautiful surface again. I done many times on my previous generation of Apple Titanium watches. When selling, can fetch higher price too.I dont see any scratches from your pic though
