You should be clear what you are taking an MBA for. If it is just for the knowledge, then an online one might suffice.

But if you are taking to accelerate your career, then it would be better to go for a more prestigious program. Recruiters generally only recognise MBA programs from tier 1-2 business schools. For local universities, NUS, SMU and NTU are ok. Manchester's MBA is also alright.

Insead and LBS are both considered tier 1 schools as well. But generally, I prefer the MBA programs in the US a bit more. The link which you have is pretty accurate. Northwestern is decent, but definitely not a tier 1.

As for the HR, it depends on what kind of companies you are applying to, and what you mean by recognise.

For civil service, if you went to a local MBA program (NUS/SMU/NTU), you will be emplaced, and therefore have a pay bump. But to be placed on fast track program, you will need to have good job performance + went to a strong business school.

For private sector, it depends on the companies. Top consulting firms (mckinsey, bain, bcg), and also for investment banking roles, generally will hire mostly from tier 1 business schools. For tech companies like shopee grab etc, they do hire from other business schools, but if you went to a tier 1 school, it will definitely give you a few extra points to ask for higher compensation.

Sponsored by company.
Company paid, those really need. More like taking advantage of benefit. If such really no valid since most companies don’t give $$ up upon graduation. If unhappy want to jump, such provide no value added.

if not a benefit to many but few elite selected might as well go for local ivy or insead.

If your company is sponsoring, then you should make full use of it.

At the minimum try for NUS/NTU/SMU MBAs. Those are decent tier 2 MBAs which are well recognised, plus the network will be pretty useful. My second job was through my the referral of a friend I made in the master's program. Goes to show the importance of network.

And TBH, at the master's level, very hard to fail the courses. And we hardly tell people about our GPA unless you did very well. But if you really don't want to stress yourself, then perhaps SUSS. But the quality of instruction is probably going to be lacklustre compared to the other 3 programs I mentioned.
