Z3 Tablet Compact? They are in a different device category, hard to say which is better.
It will highly depend on your needs, Mi Max is like a compact tablet while Z3 Tablet Compact is a normal tablet.

Yeah both can make phone calls, but Z3 TC much more larger than Mi Max, now depends on whether you require a small tablet or a 'regular mini' tablet.

I have a z3 tablet and also owned a 6.4 sony xperia ultra.

For me I dont even consider z z3 tablet as a portable handphone for daily use. Although it can make phone call but limited used as a speakerphone only. Cant hold it and placed on your ear.

I find the design better than redmi note 3 - Mi Max is thinner (7.5mm vs 8.65mm) and the speaker is now at the bottom instead of the back.

But for such a big phone, it would be good if the fingerprint sensor is in the front rather than at the back
