I'm looking to get mi4, but does it support VOLTE or is this dependant on telco? Am still using a 3g only phone so am a noob on this.

Will only get if they bring in the 64gb SKU. But highly doubt it. They will most probably only bring in the 16gb SKU. What's the point of announcing multiple storage SKUs but making them only available to certain markets i.e China?

Yeah.. If only 16gb version released, no point. Btw it sucks that the back cover is glossy plastic and removable, but the battery is not.

You got the TDD-LTE Mi4, which the LTE isn't supported in Singapore, only in China and India.

Most likely u bought an export set not supporting Singapore frequency. Make sure yr set is FDD LTE xiaomi set. If not ,good luck using 2g forever.

Xiaomi has only launched the TDD-LTE(移动 4G) Mi4 as of now at China, FDD-LTE(联通 4G) Mi4 is still pending in progress.
