I think the teruk part isn't so much leaving him alone near the pool, but leaving him alone for such a relatively long period of time. Even though the article said "10 minutes", note that it was how long till he was found inside the pool AFTER he had fell in. Who knows how long he was alone before that.

Even if he had been playing in his own room, I wouldn't feel comfortable with not checking in on him for so long.
