I don't think that's Google's fault. Perhaps it's a bug in the Android implementation of the manufacturer. Or maybe they have some aggressive power-saving feature that kills apps that continue running in the background. There should be some setting that allows the user to whitelist apps that should be allowed to run in the background. Huawei's EMUI has that setting under the "Battery" section of the settings screen.I use China phone before, if it not support by google, even though you manage to side load google or google service,there is high chance that it will not function as a proper phone, example, I use Nubia or gionee, I manage to install it, but for some reason, the WhatsApp message will stop running in the background, meaning you will not receive any notification of new incoming message or the message will only come in when you open the app, same for email and other stuff
