Grassroots volunteers should be under PA. But I highly doubt these top civil servants are grassroots volunteers.

I used to be one. Most grassroot volunteers are residents. There are also those from schools especially JC but they don't come often and one reason they joined is to stand a better chance in getting scholarship.

Regular publication with almost all pages containing photos of her in the ward. There is even a wall mural painted with her in it that can be seen if you take bus along Punggol Way road.
