Ya loh. Imagine 10 stalls in a hawker centre put out 10 free food packets each. Then there's not enough low ses people go pick up the food or some of the food packs were missed out by them. End up those food packs become spoilt and hawker need to throw them away.

Then how? This is incurred losses to the hawker.
