If you want it to be cooler, you'll need a larger air-cooler like NH-D15 or a liquid cooler.


Serious answer: Because we are getting a "tick" and a "tock" in the same generation of processor.

Ryzen 3000 series lithography goes from 14nm to 7 nm and also has a new architecture (chipsets) which improved 15% IPC.

Lastly, the 3700x runs a little higher clocks than 2700x but at a lower TDP, 65W vs 105W.
