In the above CH8 report in Chinese, the lawyer is saying that streaming is not considered illegal in the current law in Singapore.
She raised two points for the challenges of the new proposed law, one is which box to ban since Starhub itself is selling an Android TV box, second thing is streaming which is still legal here and there are legitimate streaming service like YouTube.

“挑战有两个,第一个挑战就是怎么知道哪一个机顶盒是非法的。一个例子就是星和也有一个机顶盒,所以这个是第一个挑战,第二个挑战就是很多观众上网看这些盗版内容是用串流在看。目前串流在法律上不是违法的,现在如果在法律上违法的行为,是下载或者复制,串流没有在里面。政府也不可能把所有的串流活动当成违法行为,因为我们时常上网看YouTube,那个也是用串流来看。”
One lawyer does not make the law.
The law is what the government says it is. Just like the ban on chewing gum.
The new law is being drafted. There is always an 'out' in the law like 'except as so exempted by the government'.
That should take care of YouTube and the SG licensed ISP.
