On the first bill in the app ? There is some obvious errors there, and that is not official anyway.
The promo codes is not applied on the Nov charge, nor is it applied fully for the Sep/Oct charge.
Waiting for the actual bill first.

Back in late Sep, there is the bill charge for Oct subscription + Sep subscription.
There is also 2 bill waiver entries, now you see only one.
But either way right after what you show is mentioned that this is not the official bill, making it meaningless to take it seriously.

That said, it seems that most of circle's better offering are based on code that are often unadvertised.
