IMHO this ish a far more fairer system to those who drive and park but jialat for those sales and delivery people.

It is possible.

When could the policy be tweaked at the earliest? First we need get past this GE, followed by the formation of the government and then policy reviews etc. How long will it take? I can't tell.

Pay as you use will likely only replace road tax.
COE is just too good for coffers for GDP minded ppl, to consider scrapping.
