If you're slow, it's unlikely the bicycle will hit you unless the cyclist is blind. The problem comes when the driver "tries to beat" the cyclist, thinking he can avoid him by crossing the zebra crossing first.
This is very common at green man right turn junctions as well where some drivers like to beat crossing pedestrians by zipping pass in front of them.

Especially since the car slowed approaching the turn, not speed up. It is more probable that the driver did not see the cyclist when driver checked right, due to cars blocking the view. Then driver check left to see if any pedestrian crossing from left and finally right again to notice the cyclist who did not obey traffic rules ("must stop and look for on-coming traffic before using that crossing or crossing the exit or entrance;") . Luckily for the cyclist, the driver was alert and driving slow enough to stop completely ( fulfilling "The driver of every vehicle approaching a pedestrian crossing must proceed only at such speed as will enable him to stop his vehicle before reaching the crossing." ) without injuring him.
