I'm sure this has driven some frustration to consider getting a drink with BCRS label due to cost.
There was no tangible benefit to business and consumer technically.
More likely a large quantity of bottles are just thrown away and donated.

i just throw away my Milo bottle this morningNot really... Don't think many people will stop drinking bottled drink because of $0.10. I noticed many people just heck care and left the bottles there for others to claim the refund. I also saw many people collected many bottles and queued at the machines to refund one by one...
If you are the marginal consumer that will be deterred by 10cents, by all means, don't consume. It's perfectly alright. To most others, it's just business as usual, with or without the additional 10cents.
zero, i dun drink sugary drinksI'm sure this has driven some frustration to consider getting a drink with BCRS label due to cost.
