I'm also exploring so honestly, not sure myself.

My guess is immediate or very near future. Just a feeling, as the cards change whenever your present actions are altered enough to change the course of fate.

I suppose it only works in a way such that if seeing otters hold a very strong significance for you, then yes.

on further reflection, my goals are indeed arranged in order of importance, and there were a particular few in mind when i typed that question. i will let you know when they come true in 2024
