Since the 4090 can get ~100fps on 4K Max RT Psycho / DLSS Quality / FG, I'm sure the 4080 16GB can get >60fps as well.

Do you think 4070 Ti 12GB can get 60+fps for 4K Max RT Psycho / DLSS Quality / FG?

nope, minimum gpu is 4090, as per the videos tigerwoods has provided. 4080 does barely 60fps with dlss and rt ultra (not psycho), 3090ti will only be 45fps or so, 3080ti even less. see below @ 18:39 (with 5800x3d):

The video seems to indicate the use of DLSS 2.
Thus, I'm guessing, with DLSS 3 (including frame generation), even the 4070 Ti can hit 60fps at my desired settings. Why? Coz the 2nd video from the top showed DLSS 3 increased fps from 60 to 100, so by the same proportion, the 3090 Ti's (equivalent to 4070 Ti) 45 fps will likely just manage to jump past 60fps (with DLSS 3 on 4070 Ti).

So good life retired, how old are you?

of coz is RTX 4090 the best!!!!!
CPU = i feel 11th gen i7 onwards will do.
And u will need a NVMe SSD for fast loading.

Bro, I was asking only for the MINIMUM GPU that will meet my stated requirement la ... not which is the best card. If a 4070 Ti can give me what I need, then I don't need to spend so much for a 4090. I'm not rich.

Regarding the 11th gen i7, then I guess even the i5-13400F or i5-12400F will be good enough, coz all three have similar performance it seems:

4070 Ti with DLSS 3 will be fine with 60 to 100fps.

But do you really must play in 4K, play with a good 1440p monitor is good enought.
