There is only one official tnc.

I interpret tnc pdf is for merchants given the additional 5% for limited time only until they announce changes, usual tnc is on main website for baseline rebate of 3/5%
Banks and such always like to have so many tnc that confuse everyone, keep changing to own advantages

UOB especially like to flip prata. I didn't get my opening promo with them for both bank account, and credit card because 'first X customers only'.
After this saga, I'll probably cancel all my UOB cards. Let them feel a bit of pain, however small.

Grabpay also, abandon ship when I empty the wallet.

The pdf tnc is the official TnC. The uob website also refer to the pdf tnc for details.

Not sure if it matters is it payment to a merchant or personal account? Maybe wait 1-2 days to confirm.

I have no idea what account is that, since just buying some stuff online.

I thought now is quite straight forward, once receive the, either there will have a line for "Points earned" (for those that earn points), or nothing at all (ie for insurances). First line after the amount.

Well for example there is no "points earned" line for grab rides but points awarded when check in points history. Could be unique case for paypal also. Maybe they need to check if the paypal transaction is for grab services to overcome the previous issue of awarding 16x points for such transactions, which is 6x points now..
