Plug into your comp, select Update instead of restore.

Strange, so many running into issues with OTA.
Maybe Apple screwed up with OTA for public release.
I'm changing the title

This step restores you to 9.3.5, it's a long wait though (verification stage)...just keep waiting and the bar will start to fill eventually

FAIL!!! i didnt backup before update as well, for a moment i was like oh FARKKK!!!!! all my photos and stuff gone
luckily plug in to itunes, it prompt to update to ios 9.3.5, which i did and now everything get back liao
