Ipad pro 11” and 12.9” have liquid retina screens and their ppi is lower than xr but why do the ipads screen look so good as compared to the XR ?

The new iPad Pros and XR are using the new Liquid Retina Display and both are as good if not similar. The XR’s has higher brightness compared to the iPad Pros’s. Fully laminated display with lower reflectance helps in achieving “better” display in the Pros.

Is there any way to fix the scrolling of the XR? I just got this phone after using iPhone 6 on ios9 for the last 4 years and the scrolling is so loose. Like slide a bit on safari the page will fly downwards. On my iPhone 6 it's so much tighter. Now it feels like Android phone

Do you have a screen protector on? Sounds exactly like something a bad screen protector would do cause the scrolling is unchanged.
