Can local buy m1 esim tourist prepaid card?

Looking at the FAQ for Prepaid Tourist SIM...

Do I need to register the Prepaid Tourist SIM?
Yes, registration of the Prepaid Tourist SIM is compulsory upon purchase. Please produce your identification documents for registration purposes.

Foreigner: Passport / Work Permit (issued after 3 May 1999)
Singapore/Singapore PR: NRIC/Passport
National Serviceman: SAF11B/SPF11B/SCDF11B

Looks like locals are allowed to buy the Tourist SIM...

While scrolling down the page... good to note:

What if I accidentally delete the eSIM profile on my device?
Once the eSIM profile is deleted, it cannot be retrieved. Customer will need to repurchase a new $12 Tourist eSIM card.

I am now looking to change from my $12 Tourist eSIM to a physical SIM card, what should I do?
You will not be able to switch over from your Tourist eSIM to a physical SIM card. However, you may wish to purchase a new Tourist SIM card if required.

Great news for eSIM users. iOS 13 update includes dual sim support for iMessage and FaceTime. Also support simultaneous phone calls on Dual SIM.

Will wait for the public beta in July to try it out

Just so to be clear, does this means I can have dual sim support where both eSIMs are enabled, instead of the previous/current way of only one physical and one eSIM at the same time?

Don't think so, technically esim is one sim Id don't think you can use more than one plan with the same id.

The current limitation is that only one SIM/number can be used for iMessage or Facetime. Now they will let you use both for the same Apple ID. For the simultaneous phone calls on Dual SIM, I suspect they refer to Dual Active - can you still incoming call on the other line when you are on one line but will have to try and see.
