Click Control Panel > Regional and Language Options > Languages tab >
- Click *Install files for East Asian Languages* if it has not been selected
- Click Details > Click Add > Select *Input Language* as Japanese, and *Keyboard Layout/IME* as Japanese
- You should see Microsoft IME Standard 2002 ver X.X or Microsoft Natural Input 2002 ver X.X under *Installed services* dialog box, with Japanese as an additional language
- Click *Apply* then *OK* and you are ready to go !
