Short answer is poor strategic planning.
Medium term answer is the cross country line which is 6 trailer and should help alleviate some congestion and ease travel to the edges of the island.
Long answer is we should look at long term land use and plan our train lines accordingly. Having to change a feeder bus for every train ride is not really a good experience as it adds time to the commute. If we are to increase housing density in existing mrt NSEW areas after the initial 99 year lease houses are due then we need a solution (maybe parallel track for express trains) to better improve transport speed and experience.
Its planned to fail.
By building the station underground, you can't expand the platforms.
Now people have to deal with PAP's failures.
