You are getting an APIPA 169.254 IP address. This happens when no DHCP server is responding.
What IP address are you getting on your PC?

Are you able to access your router admin page to edit your router configuration?

Something wrong here.
Do a factory reset of your NAS let it resync the IP address with the router.
Than reconfigure it.
If it still show 169.XX that means the NAS NIC has issues, have to bring back
to Synology for checking.

That mean I should reset when connect to router or to my pc

Be sure to connect nas to router or switch and not the ONT

ONT ports 2 to 4 are not active for Singtel

Your NAS not getting IP from a DHCP. It's normal if you direct connect PC to NAS, not normal if connected to router.
open command prompt in PC, run "ipconfig"
then edit LAN1 and/or LAN2 of your NAS. Set IP x.x.x.y (the x number follow the same as your PC, y a different number, maybe 8). subnet follow same as PC (should be 255.255.255.0).
Browse NAS with this IP. If LAN 1 don't work, try LAN2.

i tried to reset t he network setting, under mode 1

but cannot reset.

  1. Mode 1: Press and hold until you hear a beep sound to restore the IP address, DNS server, and password for the admin account to default.
  2. Mode 2: Press and hold until you hear a beep, release the button immediately, then press and hold again within 10 seconds to reinstall DiskStation Manager (DSM).

Forget my router admin password

i have a feeling that the network switch that you mentioned in the title is a managed network switch. If there is no router in front of the managed switch and you connect the nas to the switch, your nas will not get any ip address.
Suggest you bypass the switch mentioned and plug your nas direct to the router to see if your laptop or computer can see the nas on the network.
