8 for me around 30-60+ download speed or less / <15 upload

Yes. At least can roam with incoming calls and SMS. And got the option to buy roaming data plan for other countries.

As for this, i am not too sure for the incoming calls. Maybe someone in the respective MNO/MVNO threads can provide you with more information.

Incoming SMS should be quite common now. Was able to receive OTP when I was using GOMO and VIVIFI while overseas

Heya is by Singtel. If Heya can, it will be too competitive.

i had Simba as back-up, GOMO as main and when GOMO failed, I switched to SIMBA, trust me Simba is a cat-shite too. Currently on SuperROAM MY, waiting for the 3-months plan to be fully utilized.
