Yes, as mentioned really no difference unless both are the same price else it isn't worth shelling out the $ for it.

The $ can be put to better use like buying the next tier of GPU(Graphics Card).

One more thing, do get Win 10 Pro instead, can configure Win 10 updates to defer to a year. Can defer 365 for normal updates, 30 days for exceptional updates that affect security.

Win 10 Home constantly filled with pushed updates, imagine shutting down PC but it goes to updating, you can't defer with Win 10 Home

Can visit TechYesCity youtube channel, got recommendation at exceptional value.

Is the price that big a difference? because from what I can find in the pricelists, the price difference between the 3070 and 3080 is around 400 bucks or so

I think you mixed up. 3070 and 3080 are graphics card.

3000mhz CL15 is Desktop Ram. 3000mhz CL15 can be overclocked to 3200mhz CL16 but it depends on manufacturer, no guarantees.
Buying 3200mhz CL16 is for ease of mind, slot in and on XMP, settled, don't need to go and tinker with all the values, memtest86 etc.

I was wondering if the savings from getting slower RAM would even be enough to upgrade to a higher GPU.
The difference in RAM price doesn't even come close to the GPU difference, so that's why I was a little confused.

Also, no, I don't believe in overclocking, and I'm not planning to do that for a long time, if at all.

It depends on the shops ah, some will help you some won't. Bring a flash drive with the bios update.

Get higher wattage psu la. 750 or 850 since there is budget for it.
