My 8T isn't rooted but I did flash the NA ROM over the Indian ROM that was pre-flashed by the seller.

I never unlocked the bootloader myself.

Yes. My 8T is rooted. But I doubt this is the reason for failing the "compatibility requirement".

Yes it is. Unless you use magisk hide and relock your bootloader it will impede your usage of high security clearance apps.

Nope this is not the reason. My poco f3 with custom rom has singpass working with zygisk.

The oneplus 10 pro i troubleshoot, after flashing global rom, i lock back the bootloader also same result

I suspect the compatibility error is detected during the setup process? Those with singpass already installed and running could use it as usual. So another way to troubleshoot is for those with oneplus export set/global rom devices to uninstall and reinstall the latest singpass app?

I'm using OP8 Pro, CN set with EU rom, and I installed singpass app without issues after updating to OOS12.

I think most bros here will have done a factory reset after updating to OOS 12 due to the numerous compatibility issues with the OOS12 update.

Factory reset dont know how many dozen times liao. Definitely not the issue with factory reset for now

Could be related to the newer versions of singpass, hence those that upgraded to OOS12 months ago may not be affected when reinstalling the app? My troubleshooting proposal still stands: those with OnePlus export set can try to do a uninstall/reinstall of the latest singpass app.

Certified. That is why it puzzles me. This is the first thing i checked. I am not new to rom flashing and custom roms anyways

I tried older apks for singpass also, not working too. So not sure what is happening there

By older versions I meant those before April/May. There was a discussion in the xiaomi thread where someone encountered a similar issue but could circumvent it by installing version 13.1.0 and update thereafter. But apk so old will now force a update when opening up the app.
