Sorry but i believe your dad misinterpreted or heard wrongly when the information online already stated clearly on what to do...
Either mail it in or drop it off at the drop box. Maybe he tried to pass the form directly to a staff? :s22:

If you have a spare sim card on any mobile (no need smart phone), you can use it to register your parent singpass account. Each account require 1 unique mobile number. Prepare a laptop or smart phone with Internet to register a singpass account.

1. Go to this link https://www.singpass.gov.sg/home/ui/register/instructions
2. The site will verify your parent face and register your unique mobile number to their singpass account.
3. The site will create an account and password, use mobile OTP as verification.

After you created your dad singpass account, you can proceed to apply for your dad passport.

If never do face recognition is 3 days via snail mail. if use face recognition via app is immediate.

Went down post office.. ppl there say.. OH.. LAST TIME USE TO CAN DO HERE.. now only can online do.. they changed it...

Then those old ppl no smart phone dunno how go online one.. dun need make passport Liao?? They diam diam..

The children help them do it online. That's the way. You just help your father do it. There are guides at Ica website. Better read it to avoid rejection. Key note, do not do selfie photo because your face will be in mirror image and get rejected by Ica. Go read those guides at Ica website and help your father do it. No rocket science.

elderly with children rely on them for such errands

apply online with singpass is quite fast

can use singpass on elderly's phone, if worry they cannot manage, just delete the app afterwards

of course, can't expect elderly without IT experience to know what to do

if cannot do online, can go ica and take q number, bring own photo

No need for spare mobile number. Just to go any SingPass counter with dad and link dad’s SingPass to one of the children’s mobile number. Dad’s SingPass OTPs will go the linked mobile number

My old parents, we also didn't renew passports for them... too old to travel even to Malaysia ... they already decided liao...

So we save the hassle n money
