How lei?
I turn on Google location service, turn on GPS, turn on display weather in settings le.
It doesn't play on lockscreen or S view Cover

 

[Verdict]

Just went down to Marina Square on 12/11/2014 @ 5PM, left with S-View colour choices of black, blue and pink.

Those having weather showing on lockscreen/sview cover.
Solution is to delete all cities. Re-open app.
Let google location find ur current location, use it.
Do not search for your city, else it doesn't work.
Mine is Jurong Town =\
Thou i don't stay in Jurong but near.
