Not sure what gms is, but I assume some Google service? Happy to be correct or enlighten by you. And with that assumption, my response as follows.

You are correct that the set originally does not come with Google services. I have manually loaded all those critical Google services to get it running. All were good in MIUI11, but right after the MIUI12 updates, things started to fall apart.

It may be worthwhile to note that I obtained those Google apps APKs from my Samsung phone which is still running Andriod 7, and it worked well with MIUI11. That said, I do not believe the lower version of these APKs, if applicable, is resulting in the breakdown.

It however does seem MIUI12 is restricting access to Google Services Framework, which I understand as the backbone to run things like Google Play Store or adding a new Google account.

I have tried reloading these apps but it does not seem to help. Included are actions to clear all data as well. The only thing I am unable to uninstall is Google Play Service, as it does not come with an uninstall option. I am also unsuccessful to getting MIUI12 to not restrict Google Services Framework.

And yes, reset to factory settings will be my last option. But if I have to go there, then I am seriously considering to switch over to Global ROM, which brings me to another question -

Assuming one is able to change the CN ROM to a global one, can I get Google Pay to work then?

I tried it a few months back. I flashed a RN8P CN rom to a global rom. When you try to set up Google Pay with your card, you will get an error, "This phone can't be used to pay in stores."

The reason is because when you flash to a global rom you need to unlock the bootloader first.

Google Pay won't work if you have a unlocked bootloader.

And if you try to re-lock the bootloader using the Xiaomi flash tool, the phone will get stuck into a boot loop & you will have to reflash to a global rom to fix it.

Hi. So did it work in the end? And you flashed the phone to global rom twice?

Yes I had to flash global rom again to fix the boot loop.

The only way to make Google Pay work at that time was to install a custom recovery TWRP & use Magisk to hide the bootloader unlock status from Google Pay.

My phone got hard bricked in the end. It won't turn on or enter fastboot mode. :(

was thinking of ordering note 8 pro global rom but confused over option to install google play. i thought global rom already comes with google play preinstalled?

and about NFC, does it works well in SG?

Some xiaomi eu rom is able to use gpay even the phone is unlocked Bootloader.
Don't even lock the Bootloader even you are running global rom or any custom rom on China set. Bootloader locked means you can't do any flashing at all.

Yes it does come with Google play.

Also, NFC works well in sg. Just need to change the NFC settings to use the HCE wallet. Both the Google Pay SG as well as the international Google Pay apps worked well for me.

Some people tried to save a few dollars by getting cheena rom sets. That's where the problems come in.

Get a proper global rom set with local warranty and you won't have any such issues.

Already tried for 2 weeks liao. Can have moving wallpaper and floating notification is good.

Last time can directly see new WhatsApp messages there
