You decide if you want to spend more money to upgrade both CPU and GPU.

1) Get Ryzen 5 5500 reused RTX 2060
2) Get Ryzen 5 5600 reused RTX 2060

If you pair RX9600XT with Ryzen 5 2600 sure bottleneck.

Bro TBH no point upgrading the CPU and GPU on A320 motherboard
If you use RX9060XT on such a old board since it is gen 3.
There's performance penalty up to 30%.

I think you have to managed your expectations.
Ryzen 5 5600X running on A320M isn't ideal either cuz the VRM and AEGSA module
is outdated.

A320M back in those days are meant for Ryzen 3 2300 and etc. CPU.
Even Ryzen 5 3600X can be a struggle on ASUS entry level boards due to it's VRM design.
I won't stop you if you think buying a Ryzen 5 5600X on such a old board and weak VRM.

Eventually the board can die as the VRM can burnout which does happen.
Options for you:

1) If you want to reused this Ryzen 5 2600 on A320M withe RTX 2060.
Do the following:
- BIOS Update
- Do a clean install of WIndows 11 than Install the drivers from ASUS website. (Offline.)
Chipset, LAN and Audio than graphic card.

Take note a lot users are not aware AMD Ryzen 1000, 2000 and 3000 need AMD Power plan than
the CPU will perform properly as well as resolve Micro stuttering issue.

2) Upgrade the motherboard to a used AMD B450M than reused the Ryzen 5 2600 and RTX 2060
I still have users using such configuration but the motherboard is B450M which
has better VRM to power the Ryzen 5 2600.

Another thing not clear is what SSD are you using?
Proably some old China OEM SSD.
You think about it, I already suspect something not right from the start.

I still have so many users using similar specs Ryzen 5 2600 and RTX 2060 but with B450M.

its actually running pretty decently at high settings 1080P
the rtx2060 was struggling at medium settings

certain areas would drop the framerate 55-60 but still pretty decent overall~
might not need to upgrade the cpu

This game is very intensive but Ryzen 5 2600 can handle.
It just need a better board with VRM.
Motherboard with bad VRM design the CPU won't be able to perform properly.

That ASUS A320M have issues especially VRM, BTW do check if under BIOS the CPU Core voltage is not red.

If core voltage is red the A320M have issue so have to replace it.
I just share my experience cuz that board isn't very good, there are known issues.
Including CPU Over Voltage Error!.

If there are any, recommend just look for a used B450M motherboard like Gigabyte.
I won't recommend ASUS AMD motherboard certain models have known issues.

In the first place should upgrade the CPU and motherboard first.
But than no one will blame you cuz many users are like you.
Game lag first thing is upgrade GPU not CPU.

The upgrade from RTX 2060 to RX 9600 XT was very minor, should gone for RTX 2070/2080
for a minor speed speed.
Since you got spare DDR5, look for AMD Ryzen 5 7600F with Gigabyte B850M will do fine.
This Ryzen 5 2600 with RTX 2060 can repurpose as spare PC.
PS remember to do clean install of Windows 11 on the new PC, install the AMD chipset
for optimal performance.

dont think u have anything to worry if the gpu is near 100% utilisation and no massive stutters. pcie bandwidth not an issue as the 16gb variant shouldnt run into vram limits (while still performing reasonably well) anytime soon. is actually a good thing u went amd instead of 5050/5060 series as the 9060xt offers full x16 lanes instead of just x8 lanes on the nv cards.

ryzen 2600 however i feel is really time to replace it

even if u want to upgrade cpu, suggest u go with something like the 5600 non x, vastly superior performance for a drop in upgrade, quite cheap nowadays and not that much more power hungry than the 2600 (so vrm would be fine).

The upgrade from RTX 2060 to RX 9600 XT was very minor

9060xt is faster than 2080ti, a 100% increase in performance over 2060, i dont think that is "very minor"

taobao for cpus, can get 7500f (95% of a 7600x) for about $120. amazon for mobos, good basic b650s like asrock b650m pro rs around $150-200, also saw a gigabyte b850 ds3h ice around that price. that gigabyte aorus ice also $230 only brand new.

My main problem is that A320M motherboard, despite what others say can reused.

I had a users PC the ASUS A320M motherboard burn out after intensive usage.

Can get this from Dynacore:

GIGABYTE B850M FORCE V2 + Ryzen 7 7500F $355.
Or
GIGABYTE B850M FORCE V2 + Ryzen 7 7400F $322

B850 supports PCIE Gen 5 so the RX 9600XT will run at it's full speed.
B650 supports only PCIE Gen 4.
PSU and casing don't need, just get a proper CPU heatsink like Cooler Master Hyper 212 Spectrum V3 less than $30 to cool the CPU during gaming.

You decide if you want to savage that PC, can consider Ryzen 5 5500 which the mobo can handle
since 5500 is very power efficient CPU to run it.
Anyway if you put a Ryzen 5 5600X which supports Gen 4 on a A320M mobo might as well as get Ryzen 5 5500
which only supports gen 3.

Ryzen 5 5500 is also cheaper.

Yes it's cheap but it's a salvaged mobile Ryzen 5 5600U with it's iGPU disabled
Which means the L3 cache is half. 16MB instead of the usual 32MB

Not to mention there's the Ryzen 5 5600 which has the same PPT of 88W as the Ryzen 5 5500
