If you applied using MCPS scheme but your balloted number exceeded the available units, means you were unsuccessful in that initial 30% allocation for MCPS scheme, and you subsequently got your number with just 1st timers status alone. Cause if you were successfully allocated that initial 30% under that scheme means your number would be guaranteed to be within that number of available units.

Imo, i believe once u opted to use the scheme, be it, it gives you a good number or a normal number, u have to stick to it as you were given the extra chances.
So this was the article clarification from HDB due to a couple's situation back in 2015.

So based on this and how the balloting works for SBF (Post #201 of this thread). Through the article, the couple was also led to believe with their appointment that they are under the MCPS scheme. However, when asking the officer during the appointment if they do without the scheme, can they retain their number. In their case, they did, cause it happen to fall into the 3rd scenario that HDB said might happen, which is very rare.
My interpretation of that 3rd scenario is couple applied using MCPS. Failed that initial 30% pot. Got thrown into the next 1st Timer with no Schemes pot and managed to get picked there for the initial numbers for available houses. So appointment was still informed as with MCPS scheme even though technically was only under 1st Timer with no Schemes. So when down to remove the scheme, recalculated and realised no change in queue number cause, well, they were never picked in that initial 30% pot anyway.
So this led me to believe that all application under MCPS scheme regardless of success, will be said to have used the scheme to attain the queue number. Which I guess would make general public feel more inclined to use such scheme, which for the government side of things, is what they want as well. Kids near parents to take care of them when older. So that's 2 birds with 1 stone right there.
