well, actually, it's good to have the filter but it is not a must.
just apply the exposure triangle and wait for the right moment, e.g a cloud block the sun, you can shoot in the day too.
Did you took this handheld? Because the picture is abit blur and thou without a ND filter you managed to take this, but look carefully at the water portion, the white portion is overblown, if you look at your histogram you should have a sharp spike (clipping) on your right. Try it with a ND filter and the difference is quite big.
