well, actually, it's good to have the filter but it is not a must.

just apply the exposure triangle and wait for the right moment, e.g a cloud block the sun, you can shoot in the day too.

Did you took this handheld? Because the picture is abit blur and thou without a ND filter you managed to take this, but look carefully at the water portion, the white portion is overblown, if you look at your histogram you should have a sharp spike (clipping) on your right. Try it with a ND filter and the difference is quite big.

At this focal length & shutter speed, I doubt anyone can take the image sharply without any tripod or support...

anything below 1/20, very easily get camera handshake, although personally i can still hand held shots at 1/10-1/20 with little visible minor handshake still can be seen.

I know that the water will be more silky smooth if longer exposure of few secs or more.
So why try so hard to handheld with restriction of aperture and risk of blurry pics?
Using a tripod will solve these issue. Tripod + ND filter is the way to go.
