i think so far it's only available online. My friend just sign up last night, and use esim for his travels overseas.

Don't they bill before the first cycle ends? If so you'd have already paid for 2 months by the time your 30-day obligation is over.
I don't have a Simba plan yet.
Does it mean that after I sign up, I can port over to another telco anytime?

No, there's a 30-day obligation for you to stay with them, otherwise got to pay $30 penalty.
