Just set up the main Deco in AP mode. The mesh node will always run in AP mode.
In terms of AX mesh, TP-Link is one of the cheapest. Better ones like Asus and Netgear Orbi will be more expensive. What is your budget? You may also need to post your floor plan with location of the ONT and Singtel Mesh Router (in the DB box?) and LAN ports in the rooms.

Without the LAN ports in the rooms, it is difficult to meet your needs with S$200 budget, even S$400 may be difficult. One of the cheapest triband AX mesh is TP-Link Deco X68. Tri-pack is about S$499. https://www.challenger.sg/biz-solut...-whole-home-mesh-wifi-6-3pack0--6935364010201
Budget can be very different between old flats (no LAN ports in the rooms, you may have to use expensive triband AX mesh system) and new flats (with LAN ports in the rooms, cheaper dual band mesh can be used).
I do not have recommendations as I do not know much about this. But others may be able to help you for this question (contractors to help convert the telephone ports to LAN ports).
