Phones in China don't use Google apps or playstore. The Redmi in Singapore is tailored for the Singapore market, so Xiaomi has probably preinstalled Google Apps for the Singapore market.
But since you bought yours from qoo10, which is probably a supplier in China, the phone he has is the China version without Google. He has to install Google specially for you.
I think it's worthwhile to pay the $10. In order to install Google apps, he probably has to first install a custom recovery (probably CWM). This custom recovery will later allow you to flash all sorts of custom roms you can find on the net. Very useful, once you've figured out how to use it.

i have ordered xiaomi from Qoo10 but they charged $10 for root + google play store service. Does this phone comes without it? i have check the specs of Xiaomi come with google play store so why we need to pay $10 to you to do the service? does any one know why?
