I just called UOB to clarify.
From 1 Feb 2018, all payments to govt agencies (including our Town Council SCC as well as Singapore Power utilities bills) will no longer be counted towards the Cash Rewards tiers.

Erm... did I miss anything? I recalled IPP all along does not qualified for rebates for one card?

I think the IPP changes was not done in a fair and honest manner. UOB just changed the terms unilaterally without compensating the customer or giving alternative solution. Eg if u spend $50k on ipp, the bank would probably already earned the fee from the merchant. Say 10% that would be $5000. And if 1000 customers that would be $5million.

Just wondering how can UOB suga suga changed the terms this way to benefit itself financially. Is like eating the customer rebates. It is not legally bound to honour the terms made 1-2 years ago? Wondering which body can small fish like us complaint to?

And other bank's IPP still qualifying spend leh. And most companies/banks usually will honour customers based on previous terms.

Actually for many many years before the sudden changes, IPP qualify for rebates. Bank and merchants also try to advertise that to you.

By right terms and conditions usually have contractual/legal obligation just like any contract. But UOB arbitrarily choose not to honour its terms / words.

Just dont spend anything thats monthly/recurring/bills/giro. Cos they keep changing.

Nowadays even if u call customer service also not much use. They are outsourced from other countries (eg Malaysia) and probably have zero financial authority limit.

Oh my, they just destroy my setup. Damn, I need to find new way to pay S&CC.

Haha, thanks for the update. 1 more month for me to charge SP Power bills.

Wonder what is the MCC for SP Services ?

Seems a stretch to consider it as Govt Agency.

Today, I called uob to enquire about SP bills and Town council SCC. The customer service officer told me the above spending is still counted towards the cash rewards. Can anyone please advise whether the spending is included, just want to make sure as different answers are given by the UOB CSO. Thank you.

... kinda annoyed that there are more and more 'restrictions' on what kind of transactions qualify towards the card rebates.

getting more and more fussy.

The CSO told me that SP utility bill and town council bill is not part of government agency and will still count after 1st Feb.

No one will know better than the CSO as the new exclusion only kick in from 1 feb. And it will take some brave souls to test and then take some more time to see if can get rebate.

hahaha. I am not the brave one. not only u forfeit rebate, your monthly interest will be gone. Anyone who call uob to check on this, please post your outcome here.

Just in case some people missed this, they stated below that Postal Services are also under government services:

4. Exclusions
4.1. The following Card Transactions (collectively referred to as the “Exclusions”) do not qualify to earn any
Quarterly Cash Rebates:-

(a) any cash advances;
(b) any late payment charges or interest charges on any Card;
(c) any fees payable to the Bank (or any other third party) for transfer of any debit balance on any
other credit card to a Card;
(d) any other interest, fees and charges (including without limitation, cash advance, annual or monthly
fees or charges) imposed by the Bank from time to time;
(e) balance and/or funds transfers to or from the Card Account;
(f) any credit card transaction that was subsequently cancelled, voided or reversed for any reason;
any other transactions as may be prescribed by the Bank;
(g) any payments made to government institutions and services (for example, court costs, fines, bail and bond payments, tax payment, postal services, intra-government purchases and any other government services not classified here);
(h) any payment made to charitable/religious organizations;
(i) monthly instalments under 0% Instalment Payment Plan and SmartPay; and
(j) any payment of funds to any prepaid accounts including without limitation,:-
(i) top-ups made for any pre-paid card;
(ii) payment of funds to any of the following prepaid accounts – the Bank reserves the right to
amend the list set out below from time to time without any prior notice or giving any reason or

Just called UOB again and highlighted to them the conflicting answers given by different CSO. And also asked them for clarification regarding Postal Services.
They said they'll verify and call me back later today.

IMHO, by right, SP and town councils are not government agencies, but public service providers. So I do not think it's fair to discount payments to them from calculating the credit card spend.

However, paying taxes and fines go directly to government's coffers, so this is probably logical to be discounted.

Anyway. opinions being opinions, as long as the bank clearly defines what is counted and what is not, there should not be disputes when implemented.
