Hdb season parking counted as government services?

Just want to renew, then I check whether this year got any new changes.... I saw this...

(g) any payments made to government institutions and services (for example, court costs, fines, bail
and bond payments, tax payment, postal services, intra-government purchases and any other
government services not classified here);

Never get any notice there are changes. Where to see 1 Feb effective?

from the official website

"With effect from 1 Feb 2018, cash rebate will not be awarded for payments made to charitable/religious organizations, government institutions and services. For details, please refer to the full terms and conditions."

Confused now, does town council and utilities count towards credit card rebates, or UOB one account spend anymore?

By right town council is not government. Else I will argue and ask them prove that AHTC is government.

Can I just clarify something regarding the cashback rebate.
Supposed my monthly spending is
$500 (1st 2nd, 3rd month)
On the 4th month, I'm supposed to get $50

Do I need to spend $550 for the 4th month so that the final bill will be $500 (in order to qualify for the next quarter cashback (4th, 5th, 6th month)?

Or it's ok to just have a CC bill of $450 ($500 spending - $50 rebate) without bothering about the rebate?

Thanks

UOB Card CSO just got back to me and said their Manager has confirmed that Singpost, Town Council and Singapore Power will be excluded from the cash rebate computation from 1 Feb 2018.

I called in UOB to verify again. The CSO told me that SP bills is still counted for rebates. Only town council bill is excluded!

I have been using the UOB One Credit Card to fulfil the $500 spending for some time now. I want to decommission this card to focus my $500 spending elsewhere to get miles so I'm thinking of other ways.

Would paying CC bill using the debit card at AXS fulfil the $500 spending?

Referring to TnC for uob one account

“Retail transactions” refers to local and foreign retail transactions and recurring bill payment but excludes the following:
(a) previous months’ outstanding;
(b) cash advances, balance transfers, fund transfers and fund withdrawals;
(c) instalment loans, monthly instalment under instalment payment plans or SmartPay;
(d) transactions arising from the use of your UOB credit card or UOB debit card for ATM transactions, NETS transactions, bill
payments at AXS machines, SAM machines and NETS machines;
(e) fees, interests, late payment charges and other financial charges imposed by UOB;
(f) payment of funds to any prepaid accounts, including but not limited to top-ups on any stored value facility, EZ Link card
transactions and other transit link transactions;
(g) unposted, voided, cancelled, disputed and/or reversed transactions within the calendar month for any reason. We reserve the
right to debit the amount of Bonus Interest credited from any of your Accounts if the adjustments arising from such unposted,
voided, cancelled, disputed and/or reversed transactions have not been made within the relevant month; and
(h) any other transactions we may exclude from time to time without prior notice.
