is it better to just book a one night Halong bay tour when I get there? i am hesitant to book online because I know they could just cancel based on the weather.

Check for refund policies when booking online . Also check TripAdvisor reviews of cos.

Up to ur preference, u could get communication issues when u book when u r there, or take ur time to ask qns and get ur answers in written English beforehand and make sure u get ur slot

If is hcm ...
then you can get about 75 to 90+ sgd per person for air ticket for budget airline. or about 188 onwards for singapore airline ...

hcm 3* hotel price reasonable ...
about 40+sgd onwards per nite for two , you can get a decent one.
