you don't have to worry if mastercard converts to usd or not, but mastercard actually publishes the final effective rates from vnd to sgd at their websites, so you should use that rate as your basis of comparison.

credit card companies don't differentiate big or small amounts. $100 can be swiped, even $1 can also be swiped and get the same rates.

You can go into Ben Thanh market via the west entrance, there is a money changer inside, the rates are good. Locals all go there.

Much better then the jewellery shops outside!

$100 worth of dongs can do many things. A meal cost no more than 100k. Less than 50k if you're having it at the road stall.
$100= 1.67m vnd.
