Do remember that these are still businesses, who still have to make money. If they already discounted the base plan for you, paying a bit more for 5G (just under $3, in this case), with a cheaper overall cost to you, is probably not such a bad idea.
For plans with 5G, under $20 is a pretty good deal, especially considering they have yet to recoup CapEx. Even deployment of NSA requires the network owner to upgrade 4G-only stations/cells with NSA 5G/4G cells. These costs have to be passed on to the customer too.

Nothing inconsistent here. This is a market share grab for EOY reporting. If you step back and look at all plans with 5G, $19.90 is still probably one of the lowest, especially when you include CallerID costs. No way they are profiting sufficiently to recoup any CapEx once you consider their operating overheads.
