just make Buyer bid own COE + pay full cash for it.

go dealership = BYO-COE

Make ownership too "cheap" end up alot of cars in carparks and on roads.

If no COE ... 500% ARF and $50 per km driven as calculated via ERP ?

End of the day financial pemalties will still be around one form or the other.

It’s easy to calculate by distance actually. Everytime the car comes for inspection, the mileage is recorded. So it will be compared with the previous mileage and then let’s say charge at 1c per km and if you drove 20k km, u are taxed $200 on top of road tax

If you sold the car before inspection, you will have to pay for the distance until the minute you handover. Means the mileage will be recorded at handover time and paid to LTA when officially handed over

You wanna buy a second hand car must have the recorded mileage on taking over so inspection you just pay what you used. Of cos if you lost the records, good luck. If there were odo tampering, like previous inspection showed 250k km but you turned up for inspection at 100k km, sure kenna caught

And of cos can counter check with ERP 2.0 and those who keep driving long distance to Malaysia might lugi
