NO u will not be able to change motherboards as all Dell motherboards have proprietary form factors (screw slots etc)
U can change CPU.
U cannot change HSF, the fastening clips are different.
U cannot change Powersupply (This one I'm not so sure for 8X00 series, but in the earlier models cannot)
U cannot overclock the CPU as the bios has no options nor can u change ram voltage etc...

Things like DVDRW are all industry standards so your Dell Dimensions would be able to use any Pioneer, TDK, Iomega, etc DVDRWs in the future.
Anyway, who cares about changing the motherboard and Powersupply, as you can just add on 3 yrs warranty, and Dell will change these parts for you for free for 3 yrs.

And yes, if you get a good deal with Dell, esp on the high end systems.. eg 925XE chipset systems, its even cheaper than SLS.
