"but excludes any button, badge, pen, pencil, balloon and any other thing prescribed by the Minister by notification in the Gazette". Seems like excludes is left out.

For TPL case, max. penalty melted out for the honest mistake is probably a fine.

After one of the previous election where a candidate for another constituency was spotted within a polling station (on camera) where he is not contesting, they are now more careful.
