does the new exclusion list take effect immediately, or only on the date specified in the letter that SCB sent us?

Effect as per the date on the letter.note that all spending must be posted before the letter state date

i think their system got problem spilt benefit for same card so they just start new benefit from the same bill month

Seems like there are 2 Groups based on previous notification :

- Benefit ending on Nov
- Benefit ending on Dec

Probably they are trying to standardised the Month for the cutover.

Yeah 1 month means 1 more time

Mine got extended one more month too.. This means Black Friday, Cyber Monday, etc can spend spend spend. Haha.

Mine was till 12 Dec. Did not receive SMS. Guess they extend only for those with statement date between 16th and 30th.

The effective date is superseded, new TnC with new rates and exclusions will apply after the new effective date. Before that current TnC applies.
