Actually it's hardcoded into the carrier profiles already. If you can gain access in plist for carrier profiles, those +44 numbers are inside.Most telco usually will refused and I notice some telco known +44 iMessage activation it auto waive.

So even if they add gateway here, carrier profiles must be modified, and since this part is typically done by the carrier, it'll still take some time and require you to be the newest iOS versions...
