If they were to hold back the supply much longer, they are reducing the car population generally and coe will remain very much high for a much longer period of time and stabilise at a high also. I really doubt it's this case.
See the line "LTA announced in July that the method for computing the quota available for COE bidding would be adjusted to reduce volatility in supply."
Regardless, I think LTA aim to cut COE quota to reduce the car population anyway in order to reach their target of Net Zero Carbon by 2050.
