Paperclip jumper poweron btw is meaningless if you have no multimeter to check the rail voltage.
A 12V PC fan can be a crude substitute if you are familiar with how it normally performs.

I suggested it is because it is a quick and superficial (ie dummyproof) way to determine if the PSU "works". If it doesn't even spin, then it would greatly increase the likelihood of the PSU being the issue and would be grounds for an immediate RMA. That's why PSU manufacturers like the one I linked suggested it.

Of course, even if it does spin, then it doesn't necessarily mean that it isn't at fault either but it would at least warrant further investigation of other components first.

What do you mean

I just plugged in the old spare PSU into the motherboard

Turned on the PSU power and pressed start button

Same symptoms

Cannot start up

I see the processor fan spin awhile then stop

Means this old PSU can provide power to motherboard

So obviously my original PSU is not spoilt or the problem

What is the next step?

Take a look at this pic. There's ATX power connector and 12 volts connector ( top right). Both power the motherboard

remove ram, graphic card, hdd from mb. put in new cmos battery, reset cmos. turn on power, should hear error beep or see error code due to lack of ram, hdd..etc

if nothing, then change mb.

probably chiur pi sai stuck on the mobo, bridging some of z contacts. go clean out the mobo, new thermal paste and reseat cpu and try again.

Before considering changing parts, start with something simple.

Make sure the power cord to your PSU is tight. Some times you may accidentally shift your computer a bit and that could result in your psu power cord losing contact. Make sure the power cord is in fully and use your hand to hold it in place in a centre position then try switching on your PC again.

If you computer does switch on, then it means that your power cable is loose and you need to find one that can fit snugly into your PSU so that it doesn't droop to one side. Alternatively, you can use cable tie or something to hold it in place/prop it up.

If you want to test PSU, then do the "paper clip test", look at the following link. But that one got to take out the atx 24 pin which can be hard to do. Make sure eco mode is off as well othewise psu fan might not spin.

Does your motherboard have RGB lighting on it?

When computer is assembled, with the atx 24 pin connected to the motherboard and PSU on, is the motherboard RGB lighting on? If it is, then it could indicate a motherboard issue.

CMOS confirm not the issue here. Even if CMOS bat were dead, you would still be able to post. CMOS bat die, at most your bios settings won't be saved and got to change every time you shut down and on again. CMOS is just to save your BIOS settings when your PSU is off. Even if no CMOS bat, I also can on my pc, just that all my bios settings (date, time, xmp, etc) will be lost.

How many ssd do you have? If 2, plug out the spare one and try rebooting.

yes. without the 12v seated, some weird things will happen when power on. the lights may blink and no fans spin or the fan spins but just stop after or nothing simply happened...
