When computer is assembled, with the atx 24 pin connected to the motherboard and PSU on, is the motherboard RGB lighting on? If it is, then it could indicate a motherboard issue.

that's true...CMOS confirm not the issue here. Even if CMOS bat were dead, you would still be able to post. CMOS bat die, at most your bios settings won't be saved and got to change every time you shut down and on again. CMOS is just to save your BIOS settings when your PSU is off. Even if no CMOS bat, I also can on my pc, just that all my bios settings (date, time, xmp, etc) will be lost.

this kind is one of the hardest to troubleshoot...can really take a damn long time to figure it outI did all the testing of psu, ram, reset CMOS, in the end is my casing power button switch faulty, for now set BIOS to auto power ON till get a new casing or switch...
