From the account u posted, it could mean that MR is supposed to top it up, but need to get approval from ON because they own the passive infrastructure, and never got the prompt approval. The person replying for Opennet might not know what's going on with the department that is approving the topping up by RSPs.
Of course there are other cases of fibre resource issues which Opennet will have to resolve according to the ICO Agreement.
But in this particular case, we got to see both their reply to the customer, with Opennet contradicting MyRepublic on reason for the delay.
So if it is a tie cable issue at the CO side, then according to the same ICO agreement, it is something the ISP has to monitor and top up accordingly, simply because it is the ISP's equipment.
We can only speculate, customers with two conflicting response will have to pursue them to find out who is telling the truth.
And NO DNS service or their pay TV will go bust.
